- Comprehensive Technology-Driven Solution:
The project aims to introduce in Tanzania Highway Patrol, state-of-the-art technology to improve safety and security. The introduction will enable the Tanzania Police Force’s Traffic Department to efficiently monitor, assess, control, enforce the law, for the purpose of lowering and preventing traffic accidents and security threats. - Traffic Violations to be Detected:
o Speed Violations – instant detection and average between two
points (automatically)
o Illegal and Dangerous overtaking (automatically)
o Illegal U-Turn pr Direction Change (automatically)
o Stopping on freeways (automatically)
o Unlicensed vehicles (automatically)
o Missing Insurance (automatically)
o Helmet wearing by motorcyclist (automatically)
o Seatbelt and phone use (by observation of a Police Officer in the
Command Centre) - Integration Patterns for Common Scenarios:
o The project will design and build enterprise integration patterns specifically tailored to address common integration scenarios within the Smart Traffic Management Monitoring and Surveillance solution.These integration patterns will enable effective communication and data exchange between the Smart Traffic Management Monitoring
and Surveillance system and other relevant systems or stakeholders involved in regulatory enforcement. The deliverable will include a library of integration patterns that streamline processes, enhance interoperability, and support real-time information exchange.

A mobile application will be developed to enhance public engagement and facilitate communication between citizens and traffic authorities. The Citizen Police App will empower users to report traffic incidents and violations directly from their smartphones, providing authorities with timely and accurate information. Citizens will also receive real-time traffic updates and alerts through the app, helping them make informed decisions about their travel routes and schedules. Furthermore, the app will include functionalities for accessing traffic fine payment systems, streamlining the process for citizens to settle fines, and ensuring greater compliance with traffic regulations.
- Police App
A dedicated mobile application for police officers, known as the Police App, will be developed to enhance the operational efficiency of the traffic police force. This app will give officers real-time access to traffic data, incident reports, and alerts, enabling them to respond quickly and effectively to traffic violations and emergencies. The Police App will include features such as real-time GPS tracking of police vehicles, digital ticketing for traffic violations, and access to vehicle and driver information databases. This application will facilitate better coordination and communication among officers, improving their ability to manage traffic and enforce laws on the ground.
All software components and integrations will adhere to stringent data security and privacy standards to protect sensitive information and ensure compliance with national and international regulations. Data encryption will be implemented both in transit and at rest, preventing unauthorized access and ensuring data integrity. Role-based access controls will restrict access to sensitive data, ensuring only authorized personnel can view and manage specific information. Compliance with data protection regulations will be a priority, ensuring the system operates within the legal frameworks established to safeguard personal and sensitive information.
